Privacy Policy of the Illinois League Financial Institutions for Purposes of Operating the Downpayment Plus® Program
The Illinois League Financial Institutions serves as the administrator of the Downpayment Plus Program of the Federal Home Loan Bank of Chicago (FHLBC). Information collected by the Illinois League is shared with the Chicago Federal Home Loan Bank (Chicago FHLB), which is the program sponsor. To protect the right of Downpayment Plus program consumers to keep their personal information private, the Illinois League collects and retains only information that is necessary for program operation. This information is received directly from member lending institutions, participating counseling agencies, or credit reporting services.
The Illinois League takes care to ensure the protection of consumer data. Paper records for the Downpayment Plus program are housed in a secure area with limited access. The online Downpayment Plus program application process has designed-in security features that safeguard the information consumers provide. Powerful encryption technology available through Secure Sockets Layer (SSL) prevents unauthorized monitoring of consumer use of the ahpillinois.org website.
The Illinois League may use"cookies" to process Downpayment Plus program transactions. A "cookie" is a small text file stored on the user's computer by a website. Cookies are used to track Downpayment Plus program sessions from one form to another so that a user must log in only once per session. The Illinois League does not track "real time" statistics of site users or store any personal information in cookies. Electronically stored information is housed in a secured area with limited, password-protected access.
The Illinois League does not use the names and addresses of Downpayment Plus program consumers for any independent purpose, nor do we give or sell that information to any third parties for their independent use. The consumer information we possess may be shared with third parties only in the following situations:

- to exchange information with credit reporting agencies, merchants or financial institutions in accordance with standard banking industry practice
